Strategy engagement with people
The effective implementation of strategies is critical to an organization’s success. However the methods and tools used to implement strategies are often poorly integrated. Consequently there is a large reliance on people interpreting what needs to be done and then actually doing it.
Wikipedia provides a practical definition of Strategy, as a word of military origin that refers to a plan of action designed to achieve a particular goal. In military usage strategy is distinct from tactics, which are concerned with the conduct of an engagement (implementation), while strategy is concerned with how different engagements (implementations) are linked.
The term strategy is now applied to many areas, but I will focus on implementing corporate and business strategy. Like tactics in the military, corporate and business strategy needs to be engaged with, or linked to, the people doing the work to implement the strategy.
Without this engagement with relevant people, implementing a corporate or
business strategy has little chance of achieving its goals with a minimum of time, effort, cost, stress and risk. Many managers argue that in the end they achieved their strategy goals. However most agree that looking back, the implementation was harder, more frustrating and more uncertain than it needed to be.
In the military, a common planning template is used to link strategy to the people implementing the strategy. Plan template goals are linked together to keep sub goals aligned to the strategy goal. So when sub goals are achieved, the strategy goal will be achieved.
A little known and understood fact about the military is that each team is given the freedom to develop their own plan to achieve the goal they have been given. With this freedom, the planner can ensure that the plan is workable and optimized for their situation. Consequently they understand and own their plan, because it is their plan, not one imposed upon them.
So strategy managers do not need to develop the detail required to implement the strategy. This should be done by the people actually doing the work. Therefore people at all levels can focus on what they need to do, knowing they have the flexibility to fine tune their plans to address any changes in their situation.
