It is also more effective if you can link to your site from high ranking sites. A backlink from a PR6 website is much more effective than a backlink from a PR0 website. When you use article marketing to build backlinks it is best to submit your articles to high ranking article directories.
When you create your site well, with good quality content and a good linking structure, then you can seek link exchanges from other high quality websites. A website owner is more inclined to swap links with a website that is set up well and has a good linking structure in place.
It can actually save a lot of time and effort long term by using high quality linking strategies as you don't need as many links as you would if you use low quality linking. It is still good to get as many backlinks as you can but always remember that the higher quality and well optimized links will be more beneficial for your website.
